Before implementing the NCI-SRD Convergence Area Development Plan (CADP) in the municipality of Castilla in Sorsogon, the area was surrounded by communities composed ofupland dwellers, farmers, and fisherfolk who were considered adequately poor and lacking environmental awareness.
